The Fiscal Year (FY) 2023 Transit Security Grant Program (TSGP) is one of four grant programs that constitute the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency’s focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS to help strengthen the nation’s critical infrastructure against risks associated with potential terrorist attacks. TSGP provides funds to public transit agencies to protect critical surface transportation infrastructure and the traveling public from acts of terrorism.

  4. What are the changes in funding levels between FY 2022 and FY 2023? The FY 2023 funding level for TSGP is the same as FY 2022.

  6. Who is eligible to apply for FY 2023 TSGP funds? Public transit agencies are determined eligible based upon daily unlinked passenger trips (ridership) and transit systems that serve historically eligible Urban Area Security Initiative (UASI)-designated urban areas. A complete list of eligible transit agencies is located in the NOFO. Certain ferry systems are eligible to participate in the FY 2023 TSGP and receive funds. However, any ferry system electing to participate and receive funds under the FY 2023 TSGP will not be eligible to participate in the FY 2023 Port Security Grant Program (PSGP). Likewise, any ferry system that participates in the PSGP will not be eligible for funding under the TSGP.
